Establishment of Cyber Forces: A New Era in Ukraine's Defense

09 October 2025

The Ukrainian Parliament has passed a draft law regarding the formation of Cyber Forces within the Armed Forces of Ukraine in its first reading. This legislative initiative received support from 255 deputies.
The draft law, numbered 12349, proposes the creation of Cyber Forces as a military authority capable of integrating civilian specialists (cyber reservists) for cybersecurity tasks.
The project defines the legal status and functions of Cyber Forces, which aim to protect Ukraine's cyber environment, sovereignty, and territorial integrity.
The Cyber Forces will organize training for cyber reservists to build a stable personnel potential among motivated citizens.
The status of a cyber reservist does not require mandatory military classification and is based on individual skills and motivation.
The main objectives of the Cyber Forces will include enhancing cyber deterrence capabilities, achieving military superiority over adversaries, and weakening their capabilities through operations in cyberspace and the electromagnetic spectrum.
