Affirmation of Local Self-Government Continuity in Ukraine

The Verkhovna Rada has adopted a resolution regarding the continuity of local self-government bodies in Ukraine amidst military aggression from Russia. Legislative initiative №14031 was supported by 308 votes.

According to this document, the organization of local elections in compliance with national legislation and European democratic election standards is impossible under the circumstances of military aggression from Russia and martial law.

It is emphasized that the responsibility for the inability to timely organize local elections in Ukraine in accordance with democratic standards falls on the aggressor state – the Russian Federation.

Furthermore, it is stressed that the stable functioning of local self-government bodies and their execution of powers as stipulated by the Constitution and laws of Ukraine is essential for maintaining the principle of continuity of power, ensuring law and order, national security, defense of the state, and the livelihood of territorial communities.

The resolution confirms that village, settlement, city, district councils within cities, district, and regional councils, along with village, settlement, and city heads elected according to the law (except for those whose powers have been prematurely terminated), will continue to exercise their powers until a new council/head is elected during the next local elections.

After the cessation of armed aggression by Russia and the lifting or cancellation of martial law, the decision to hold local elections will be made in accordance with the Constitution of Ukraine, the Electoral Code of Ukraine, and Ukrainian laws.

Members of Parliament call on the international community to maintain unified efforts to ensure the continuity of local self-government bodies in Ukraine amid military aggression from Russia.

As a reminder, on August 18, President Volodymyr Zelensky during a meeting with US President Donald Trump at the White House stated that he was ready to hold elections after the end of the war.
