Updates on Mobilization Exemption Criteria

16 May 2025

The Ukrainian government does not anticipate any significant changes to the mobilization exemption criteria in the near future.

This was announced by Prime Minister Denys Shmyhal during the "hour of questions to the government" in the Verkhovna Rada, according to "Interfax-Ukraine".

"Regarding exemption. We do not plan to make major changes to the criteria and approaches soon. They are clearly defined, digitized, and extremely transparent and understandable," he stated.

The Prime Minister informed that the government, in collaboration with the military, is closely monitoring how the exemption process unfolds: who is being exempted and in which sectors.

"These criteria satisfy both the military and the economy. We do not plan any significant revisions in the near future," emphasized Shmyhal.

Reminder:

As of April 1 only companies that have updated their critical status according to the new requirements will be able to continue exempting their specialists. Exemptions granted under the old rules will become invalid.

The Cabinet of Ministers has approved changes to the exemption process for workers of mobile operators and internet providers.

Additionally, according to the government decision, the exemption quota for enterprises providing water supply, sewage, waste management, and serving critical infrastructure has been increased from 50% to 75%.
