Inauguration of the New Citizen Safety Center in Odesa Region

17 April 2025

A new Citizen Safety Center has been opened in the Odesa region with the support of the European Investment Bank.

The newly constructed facility in the town of Avangard will enable quicker response to emergencies for over 36,000 residents.

This building has been designed to meet wartime conditions and is equipped with modern training complexes, shelters for staff and civilians during air alerts, and serves as a point for providing basic humanitarian assistance to internally displaced persons.

This facility was built under the "Emergency Credit Program for the Recovery of Ukraine," a joint initiative of the EU and the European Investment Bank.

The program is being implemented in partnership with the Ministry of Restoration, the Ministry of Finance, the Odesa Regional State Administration, and the Avangard Village Council with technical support from UNDP in Ukraine.

In the Odesa region alone, 28 projects totaling €48.7 million have been either completed or are underway as part of EIB initiatives, aimed at improving the quality of life for residents and internally displaced persons.

These projects include the reconstruction of:

  • 15 educational institutions
  • 7 healthcare facilities
  • 3 public buildings
  • 2 wastewater treatment plants
  • 1 heating supply facility

The new Citizen Safety Center in Avangard marks another significant step in enhancing the resilience of Odesa's communities. With the support of international partners, the region is receiving the modern infrastructure necessary to respond to contemporary challenges.

We thank you for your collaboration in the recovery and modernization of the region.
