Digital Skills Among Ukrainians: Achievements and Challenges

Currently, 58% of Ukrainians possess at least basic digital skills, matching the average of EU countries. Since the start of digital transformation in 2019, the share of adults lacking basic digital skills has dropped from 15% to 4%.
These findings were revealed in the fourth study on digital skills conducted by "Diia.Education" in collaboration with the Ministry of Digital Transformation of Ukraine.
The study indicates that despite the ongoing war, Ukrainians remain highly active online: 97% have internet access, and 92% use it daily.
Digital literacy significantly influences economic well-being, with Ukrainians possessing high digital skills earning on average five times more than those without. Additionally, for 59% of respondents, digital literacy has opened up new professional opportunities.
This year’s focus has shifted to attitudes towards artificial intelligence. The research found that 42% of adults and 70% of teenagers utilize AI for text creation, information searching, and learning. Moreover, half of the adults and 76% of teenagers have turned to AI for decision-making at least once.
This year's study also included individuals with visual impairments, showcasing a high level of digital engagement, yet only 3% have skills above the basic level. The main barrier remains the limited adaptation of online services to accessibility technologies.
