Traffic Violation Fines: Latest Insights
There are over 2 million traffic violation fines recorded in the Unified Register of Debtors, with 1.5 million (75%) closed without payment due to the inability to collect the debt. This is reported by Opendatabot.
Since the onset of the full-scale war, the number of unpaid fines has increased by 43%.
The vast majority of unpaid fines, 92%, are attributed to men (1.8 million cases), while women account for only 8% of the violations that went unpaid.
Individuals aged 25 to 45 are the most frequent offenders, representing 64% or over 1.28 million debts. Drivers under 25 account for 13% of fines (around 252 thousand), while 23% (approximately 469 thousand) are debts from offenders older than 45.
Among regions, Dnipropetrovsk region leads with 211.5 thousand fines (11%). Following closely is the capital with 193.7 thousand (10%), Odesa region with 146.9 thousand (7%), Kharkiv region with 125.9 thousand (6%), and Kyiv region with 106.3 thousand (5%).
It is noteworthy that the register records true champions of violations. The absolute leader is a 27-year-old man from Vinnytsia with 1056 fines.
As a reminder, for the first half of 2025, the Unified Register of Debtors recorded 375,810 debts for unpaid fines for traffic violations.
