Restoration Efforts in Odesa After Natural Disaster
In Odesa, restoration work is underway on Rybalska Balka street, heavily affected by the torrential rain on September 30. Streams of water cascading down the slopes caused significant damage to the road and erosion of the soil.
Local residents report that they have not seen such flooding for decades. The situation was further complicated by work carried out last year by unknown individuals, who removed part of the slope where the «Odesky» sanatorium is located. They were stopped at that time, but the flooding has now posed a real threat of the sanatorium’s fence collapsing.
According to Odesa's first deputy mayor, Oleksandr Filatov, a number of legal violations related to the privatization of land parcels have been discovered during the cleanup process.
This concerns two state acts issued in 2008 and 2009 based on a court ruling that granted ownership rights to lands that belong to communal property, which are essentially parts of the road.
“The city authorities have already started checking all legal documents related to constructions along the ravine. At the same time, legal action is being prepared against actions that violate the current legislation prohibiting the privatization of communal lands without the consent of local authorities,” said Odesa Mayor Hennadii Trukhanov.
Currently, municipal services are continuing to clear the area of mud and debris.
Temporary drainage solutions are being implemented, and the design of a new collector is underway to ensure the stable functioning of Rybalska Balka street in the future.
