Revised Statute of Odesa Community: A Step Toward Modernization
The updated Statute of the Odesa community serves as the primary legal act governing local self-government in the city, holding superior legal authority over other normative acts.
The new version incorporates social, economic, and cultural characteristics of the community while addressing issues not covered by existing legislation.
Recently, Odesa has experienced significant changes across various sectors that necessitate adjustments in the Statute.
At the initiative of Mayor Hennadiy Trukhanov, the preparation of the new version of the Statute took three years.
The document development process involved multiple stages:
Preparation Stage
Analyzing the current Statute and identifying gaps, leading to the drafting of a new version.
Publishing the new draft Statute, collecting feedback and suggestions, and preparing a revised version.
Public Discussion
Conducting open consultations online and gathering public input.
Revisiting the received feedback, organizing it, and reviewing it with the working group.
Finalizing the text and agreeing on the final version of the Statute.
Main goals of the new Statute:
- ensuring compliance with the Constitution of Ukraine;
- facilitating citizen participation in local decision-making;
- establishing accountability mechanisms for officials;
- enhancing transparency and openness of executive bodies;
- considering the cultural characteristics of Odesa as a European city.
The adoption of the updated Statute aims to create a clear legal document for citizens and strengthen local governance in Odesa.
The next step is to present the prepared document to the Odesa City Council for review.
