New Approach to Military Medical Exams Abroad
Ukraine has initiated a new experimental project that enables military personnel to complete medical examinations remotely. This initiative is aimed at those who are undergoing treatment abroad and cannot return due to health issues.
The Cabinet of Ministers has made the relevant decision, as reported by the Ministry of Defense and the Ministry of Health.
These changes apply to military personnel receiving treatment abroad for up to 12 months. All service members, including those from civil protection and police who have been affected by the war, will be able to undergo medical exams remotely.
The government decree also outlines a list of illnesses and conditions that qualify for remote medical examination. Specifically, this includes defenders with:
- malignant tumors;
- eye diseases;
- head injuries;
- spinal cord injuries;
- internal organ injuries;
- limb injuries;
- burns.
How will the remote medical exams work?
Initially, the service member or their legal representative must submit documents from a foreign medical institution to their military unit. These documents must be translated into Ukrainian and certified. The reports should include a diagnosis according to the International Classification of Diseases (ICD-10 or ICD-11). The military unit will forward the received documents to the medical commission for review within 10 days. After this, medical professionals will make a determination regarding the fitness for service. The medical commission will prepare a corresponding certificate to be sent to the commander of the military unit. Upon returning to Ukraine, the defender who underwent the remote examination will not be required to repeat the medical exam. Authorities have noted that this experimental project will last for one year from the date the decree comes into force. Previously, the Cabinet simplified the process of obtaining electronic referrals for medical examinations.
