Commemorating the Fallen: New Demands for Ukrainians
The head of the Odesa Regional Military Administration, Oleg Kiper, has called on mayors, local authorities, and school leaders to observe a moment of silence every day at 9:00 AM. This also includes halting all forms of transport.
In his Telegram channel, Kiper reminded about the Presidential Decree of Ukraine dated March 16, 2022, which states that Ukrainians should stop for a moment of silence to honor the memory of soldiers and civilians who have fallen victim to the Russian war.
"I demand that mayors, local government bodies, military administrations, heads of state institutions, public enterprises, private companies, educational institutions, healthcare facilities, businesses, and all concerned citizens strictly adhere to this decree.
There can be no excuses like 'forgot', 'didn’t hear', or 'was busy'.

The daily moment of silence is not just a pause. It is a testament to our memory and gratitude for those who gave their lives for Ukraine. It is our moral duty, and indifference is not acceptable," Kiper stated.
