New Procurement Control Technologies in Ukraine

23 July 2025

The Administration of Sea Ports of Ukraine has implemented an innovative risk management system that enables monitoring and evaluating the effectiveness of procurement procedures.

This was reported on the official website of the Administration.

“This new technology provides automated analysis of tenders using risk indicators and control parameters. It allows for the detection of potential violations at early stages, before contracts are signed or problems arise,” the statement reads.

“An internal ‘X-ray’ of procurement is an important step in combating corruption risks and increasing transparency in the use of public funds,” emphasizes the Administration.

“The risk management system enables the identification of weak spots before they escalate into serious issues,” the administration adds.

The system was launched in partnership with the European Union Anti-Corruption Initiative (EUACI). It is known that EUACI is a leading program in Ukraine funded by the EU and implemented by the Ministry of Foreign Affairs of Denmark.

The Administration also notes that all procurements are conducted through the electronic Prozorro system in accordance with the current legislation, and the introduction of the risk management system will serve as an additional level of control.
