Amendments to Criminal Code: New Investigation Rules
The official publication of the Verkhovna Rada, “Golos Ukrainy”, recently announced Law No. 4555-IX “On amendments to the Criminal Procedural Code of Ukraine regarding the peculiarities of pre-trial investigation of crimes related to the disappearance of persons during martial law”.

According to the text of the document, this law comes into effect the day after its publication.
As reported by Ukrinform, on July 22, the Verkhovna Rada approved legislation that reduces the powers of NABU and SAP.
Specifically, this concerns draft law No. 12414 "On amendments to the Criminal Procedural Code of Ukraine regarding the peculiarities of pre-trial investigation of crimes related to the disappearance of persons under special circumstances during martial law", which underwent several revisions.
Following the law's adoption, NABU director Semen Kryvonos urged the President not to sign it, stating that now "two independent institutions – NABU and SAP – are effectively being placed under control".
President of Ukraine Volodymyr Zelensky signed the law regarding the peculiarities of pre-trial investigation of crimes related to the disappearance of persons under martial law, which diminishes the powers and effectively strips NABU and SAP of their independence.
Ukrainian members of parliament are initiating a signature collection and preparing a constitutional submission to the Constitutional Court of Ukraine regarding the law that narrows the powers of NABU and SAP.
