Ensuring Children's Safety Online: New Initiatives and Resources
According to a Google study (February 2025), Ukrainian children begin using the internet actively from the age of five, spending at least an hour online each day. For teenagers, this figure is significantly higher — 79% spend more than three hours online daily. Such widespread presence of children in the digital environment necessitates special attention to their safety.
To combat cyberbullying, fraud, and unwanted content, Ukraine has launched the "Safer Internet Center." This initiative is implemented by NGOs such as "Magnolia," "La Strada-Ukraine," and "Docudays."
The Center operates in three main directions:
Hotline StopCrime
This hotline accepts reports about materials related to sexual violence against children online, facilitates their blocking and investigation, and collaborates with the international network INHOPE. The StopCrime project is supported by the Ministry of Digital Transformation of Ukraine, Diya.Education, and the Cyber Police Department of the National Police of Ukraine to combat online violence against children.
Support Line for Children and Youth 116111
This national hotline provides psychological and legal assistance to children who have become victims of online violence or have faced other internet threats.
Awareness Campaigns
The Center conducts awareness campaigns for children, parents, educators, law enforcement, and anyone wanting to learn more about digital hygiene.
Safer Internet Centers are a common practice in EU countries and are supported within the Insafe network and the Better Internet for Kids strategy. The Ministry of Digital Transformation actively collaborates with European partners to create a safe space for children in the digital environment and to provide new opportunities for safeguarding citizens' rights online, which are now implemented in Ukraine.
