Southern Ukraine Forum for IDPs: New Challenges and Opportunities
On October 22-23, 2025, the Southern Ukraine Forum for IDPs was held in Odesa, bringing together leaders to discuss new advocacy strategies for the rights of internally displaced persons. The event highlighted the importance of collaboration among various partners.
International partners reaffirmed the significance of IDP councils in national policy.
«IDP councils have become a vital part of Ukraine's humanitarian and democratic landscape. They not only provide guidance but also build bridges between displaced persons and communities. The forum in Odesa demonstrated how fresh ideas contribute to recovery and integration,” emphasized Sandra Zifert Ströym, UNHCR advisor.
Speeches were given by Ukrainian officials, highlighting the importance of IDP councils' work.
«Our councils are created to protect the rights of displaced individuals and help them integrate into communities through dialogue. Their efforts yield results: changes in legislation, funding for IDPs. Collaborative efforts are key to success,” said Iryna Vereshchuk.
There are currently over 221,000 internally displaced persons in Odesa region. We are working on evacuation and ensuring proper living conditions for them,” added Svitlana Nazarenko.
The main event on the first day was a panel discussion on the influence of IDP councils on government decisions. Heads of councils from southern regions shared successful cases.
«Effective interaction with authorities is based on constructive dialogue and trust, which leads to quicker actions,” noted Oksana Himishli.
Participants were introduced to the online platform for IDP councils, which will be an essential resource for their work.
Among other key events were panels on involving local residents in collaboration and a strategic workshop on the future of IDP councils.
«Success is only possible through partnership with local government. It's crucial for IDP councils to actively engage with communities,” pointed out Valeria Vershinina.
The second day of the forum focused on practical sessions that allowed participants to consolidate their knowledge.
The forum confirmed the crucial role of IDP councils in community development and established priorities for collaboration with local authorities.
«IDP councils are communities that help displaced persons feel supported. Their efforts are already bearing fruit,” stated Oksana Savytska.
All developments will be discussed at the III National Forum in Kyiv on November 14-15.
The event was organized by a charity organization with the support of UNHCR.
