Illegal Construction Near the Coast: Prosecutor's Office Takes Action

30 November 2025

The Primorsky District Prosecutor's Office of Odesa has announced charges against a company director for illegal construction on land in a recreational area near the Black Sea (Part 4 of Article 197-1 of the Criminal Code of Ukraine).

Operational measures were carried out with the involvement of the Department of Strategic Investigations of the National Police of Ukraine.

Currently, the involvement of other individuals in the scheme to seize 0.0823 hectares of land on the «Lanzheron» beach promenade is being investigated, as the director is believed to have acted in collusion.

It has been determined that the director of the LLC illegally constructed part of a hotel complex, spa areas, pools, and other recreational zones on land that did not belong to him to expand his business and profit.

Since 2022, the hotel complex has been operating, the company is generating profit, and part of the unlawfully built land is being used for free.

As a result of these actions, the local budget is losing funds, and the territorial community of Odesa is unable to manage valuable land.

The unlawful actions of the LLC's official and accomplices have caused damages to the territorial community of Odesa exceeding 20 million UAH.

The prosecutor's office has now applied to the court for a seizure of the company's assets to ensure compensation for the damages incurred.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in a lawful manner and established by a court verdict.
