Uncovering a Corruption Scheme in Odesa's Military Medical Commission

22 October 2025

Employees of the State Bureau of Investigations have revealed an attempt to sabotage mobilization in Odesa involving the doctors of the Primorsky RTC and SP military medical commission. They issued fraudulent certificates to conscripts, allowing them to avoid military service without being physically present at the commission. These "certificates" facilitated illegal deferments from service.
According to the investigation, the commission members had prior financial arrangements with participants of a large corruption scheme previously uncovered by the SBI. The scheme was organized by a local resident who involved an employee of the Ministry of Defense and the General Staff of the Armed Forces of Ukraine, as well as two acquaintances. The cost to avoid military service was set at $16,000. Indictments have already been submitted to the court.
Currently, four members of the military medical commission have been notified of suspicion of service forgery committed in conspiracy (Part 2 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine). The issue of their suspension from positions is being addressed.
The sanction of the article provides for punishment of up to three years of restricted freedom. Pre-trial investigations continue to establish the full circle of individuals involved in the scheme. The prosecutorial oversight is carried out by the Odesa Specialized Prosecutor's Office in the defense sector.
