SBU Thwarts Terrorist Plot in Odesa Region

21 October 2025

The Security Service of Ukraine successfully disrupted an attempted terrorist act by Russian forces in the Odesa region.
As a result of comprehensive measures, a Russian intelligence agent was detained while planning to detonate two improvised explosive devices (IEDs) in Izmail.
The attacks were set to occur during peak hours, aimed at killing military personnel and civilians in the city.
SBU operatives uncovered the enemy's plot in advance and apprehended the agent as he attempted to plant explosives in a flowerbed near a defense building.
It was revealed that the perpetrator was a 27-year-old local mechanic, recruited by the enemy through Telegram channels.
According to available information, enemy representatives planned to activate the explosives remotely, directing the agent to rent an apartment overlooking the targeted areas.
The agent used this apartment not only to set up cameras but also to manufacture explosives, hiding them in fire extinguishers and filling them with metal nuts for increased lethality.
SBU investigators formally charged the suspect with an unfinished attempt at a terrorist act under the Criminal Code of Ukraine.
The perpetrator is currently in custody and faces up to 12 years in prison with property confiscation.
The operation was conducted under the supervision of the Odesa Regional Prosecutor's Office.
