Corruption Scheme Uncovered at Odesa Seaport

19 August 2025

Police investigators have exposed the criminal activities of officials at the Odesa seaport, resulting in over 8 million UAH in losses to the state. The heads of the state enterprise, in conjunction with a businessman, orchestrated the purchase of two telescopic loaders at inflated prices. Officially, the equipment was claimed to be necessary for cargo handling in the port, including the movement of containers and bulk materials. However, the submitted indicators were artificially inflated.
As a result, the enterprise signed a contract with the supplier for nearly 20 million UAH. Expert analysis revealed that the actual cost of such machines at that time was around 12 million UAH, leading to losses exceeding 8 million UAH.
The scheme was uncovered by investigators from the Main Investigation Department of the National Police, under the procedural guidance of prosecutors from the Office of the Prosecutor General and with operational support from the SBU in Odesa region.
To dismantle the illicit activities, searches were conducted at the residences of the suspects and at company offices in Odesa and the surrounding area. Financial records and other evidence were seized.
The police have notified the head of the state enterprise and two of its department heads of suspicions regarding official negligence and abuse of power. The maximum penalty for these offenses can lead to imprisonment for up to six years, along with a ban on holding certain positions for up to three years.

The pre-trial investigation is ongoing, and authorities are identifying other individuals involved in the crimes.
