Environmental Crimes in Izmail: Latest Developments

05 August 2025

Prosecutors from the Specialized Environmental Prosecutor's Office are investigating the accountability of individuals involved in significant land pollution by toxic waste in the Izmail district.

Currently, charges have already been filed against the director of the collective enterprise managing the local landfill.

He is accused of violating environmental assessment procedures, leading to serious consequences (Art. 236 of the Criminal Code of Ukraine).

According to the investigation, the official allowed a maritime agency to dump hazardous liquid waste onto the landfill without necessary environmental assessments and licenses for personal gain.

The waste contained a high concentration of petroleum products and was generated by cleaning the holds of marine oil tankers. They were illegally transported from the port to the landfill for disposal.

According to estimates by the State Environmental Inspection of the Southwestern Region, these actions caused over 23 million UAH in environmental damage.

It was previously reported that this criminal scheme was organized by a deputy of the Saf'yanyivka village council. His company, on paper, provided agency services for vessels, but in reality, it was used for illegal enrichment through toxic waste operations.

The indictment against the mentioned deputy is currently being heard in court. Other members of the group have already received guilty verdicts.

Measures to uncover the criminal activities were conducted with the participation of investigators from the Main Directorate of the National Police in the Odessa region, under the operational support of the Department of Strategic Investigations of the National Police of Ukraine.
