New Developments in State Certification for 9th Graders

In 2028, a new State Final Certification for 9th graders is set to be implemented, covering two primary subjects – language and literature, and mathematics. However, the complete implementation of this system is not expected until 2029.
This was announced by the Ukrainian Center for Educational Quality Assessment.
In the fall of 2026, Ukraine plans to pilot new tools for the State Certification at the 9th-grade level, specifically in the language and literature and mathematics areas.
Around 2000 10th graders from schools implementing the New Ukrainian School methodology will participate in this pilot.
The continuation of the DPA-9 pilot is scheduled for 2027.
"Refined tools for assessing student achievements in language and literature and mathematics will be tested, including the use of a special educational platform currently under development," said the UCQA.
Additionally, 2027 will see initial testing of tools from other educational areas such as civic education, history, natural sciences, information technology, and foreign languages.
By 2028, DPA-9 is likely to be fully launched, while further piloting of tools for other subjects will continue.
Thus, comprehensive implementation of DPA-9 as a cohesive system is expected no earlier than 2029, according to the UCQA.
Please note that starting in 2027, 4th graders in Ukrainian schools will undertake state final certification in the form of external independent evaluation.
