New Rules for Recognizing Education Abroad in Ukraine

The Cabinet of Ministers has adopted new regulations for recognizing educational achievements obtained abroad in Ukraine.

This applies to foreign schools as well as various educational institutions, including Saturday and Sunday schools, as explained by representatives of the Ministry of Education and Science.

The ministry emphasized that this mechanism is crucial for children living abroad who wish to obtain Ukrainian diplomas or return to education in Ukraine without losing their grade or years.

How will educational results obtained abroad be recognized in Ukraine?

A register of Ukrainian educational institutions abroad will be established in Ukraine.

Only those institutions that apply through the automated educational management information complex (AICOM) and are verified by the Ministry of Education and Ministry of Foreign Affairs will be included in the registry. A requirement for inclusion is the teaching of subjects related to Ukrainian studies.

Applications for registration can be submitted starting from autumn 2025 on the Ministry of Education's website. The ministry assures that it will later publish the submission algorithm and verification criteria.

Results from foreign educational institutions will be automatically recognized in Ukraine without additional assessments. Grades will be transferred according to the scale approved by the Ministry of Education.

Results from informal education in Ukrainian studies will also be recognized if the student studied at centers or organizations registered in AICOM.

Otherwise, performance will be considered based on general principles.

"If a child studies Ukrainian studies subjects at a Saturday or Sunday school abroad, the school in Ukraine may recognize the results if they are graded according to the Ukrainian system", the Ministry explained.

What opportunities does this mechanism provide for children studying abroad?

  • Children can study where they live abroad while maintaining a connection to Ukrainian education.
  • Learning results will be simplified for recognition, meaning students will not need to undergo assessments for subjects studied abroad.
  • Students will be able to obtain Ukrainian diplomas and continue their education in their home country, including at institutions of higher education.

It should be noted that in February 2025, the Verkhovna Rada passed a bill that for the first time allows for the recognition of educational results for children studying abroad at the legislative level.
